The manner of raising, organizing, and equipping the armies and fleets is stated in detail; also the sanitary measures for their preservation, including hospitals and charitable organizations; the improvements in weapons and forts and floating batteries of military and naval warfare; the treatment of prisoners, and the action relative to those military questions arising between combatants.
